-1.5 < dt <= -1.0 ==> DQ Flag = "4" (BAD DATA)
-1.0 < dt <= -0.5 ==> DQ Flag = "3" (SUSPICIOUS DATA)
-0.5 < dt < 1.5 ==> DQ Flag = "2" (ACCEPTABLE DATA)
1.5 <= dt < 2.0 ==> DQ Flag = "3" (SUSPICIOUS DATA)
2.0 <= dt < 3.0 ==> DQ Flag = "4" (BAD DATA)
3.0 <= dt ==> DQ Flag = "5" (SYSTEM FAILURE)
